Include Control Plane changes in Audit Trail, Fixes to Trace Details timeline view

Improvements:

• Any configuration changes done in the Control Plane are now logged in the Audit Trail, either through the UI or the APIs.

Fixes:

• While viewing the timeline in Trace Details, if a span name was too long, it would reduce the width of the timeline and impact visibility.
