Bug Fixes for Dashboards and Rehydration

Fixes:

• Dashboards displayed inaccurate data when label variables had no matches
• New Rehydrated Indexes remained in pending state when email notifications were requested
• Rehydrations failed due to periodically expiring static S3 credentials
